There are two main paths to unlock the Fairy Rings in OSRS: the first one involves finding the ring and completing the quest to obtain it. The second path involves defeating two level 30 enemies and then entering the Temple of Recoil. You must also defeat the guardian of the Temple, which is immune to Magic and Rings of Recoil. Once you have completed the quest, you will reach Canifis. The next path requires completing the Rune Mysteries quest.
